It’s hard to believe it’s been ten years since we launched STEP HR. Back in 2015, we saw a clear gap — small businesses in Stirling needed HR support that was practical, affordable and built around their reality. Many were growing quickly but struggling to keep up with legislation or handle people challenges with confidence.
From the beginning, we wanted our unique selling point to be clear — we’re local, and we don’t believe in a one-size-fits-all approach.
There are many large-scale providers who offer templates and off-the-shelf solutions, but that’s never been our style. Every business is different, and our focus has always been on tailoring our advice and documents to fit the people, culture and goals of every organisation we support.
At the start, STEP HR was purely about HR — contracts, handbooks and compliance. Over time, the needs of our clients have grown, and so have we. Today, our work spans the full spectrum of HR and Organisational Development. That means everything from coaching, mentoring and executive leadership training to change management, people strategy, wellbeing and mental health. It’s about supporting the whole organisation, not just the paperwork.
We started small, working with just 11 local clients in the first year. It was entirely demand-led — businesses were asking for help, so we created a service that delivered it. Fast forward to 2025, and we now support over 80 clients across Scotland and Wales. What began as a local service has grown into a trusted partner for employers nationwide, without ever losing sight of our original purpose.
When STEP HR started, it was just one member of staff. Today, there are four of us, each bringing different experience and specialisms, but sharing the same belief: that getting people right is what helps businesses thrive.
Through STEP’s Business Gateway Stirling contract, we also provide free HR support for start-ups and smaller employers. One of the ways we do this is through HR audits, which help businesses understand their legal obligations and identify where they might be at risk. For many owners, it’s their first real look under the hood of their people practices — and it often gives them huge peace of mind.
We also offer short, sharp “Meet the Expert” sessions — 30-minute one-to-one appointments designed for businesses with a quick question or a specific HR issue they’d like some immediate guidance on. These have been incredibly popular, giving employers fast, practical advice that helps them stay compliant and confident.
Beyond our local work, STEP HR also bids for and delivers public-sector contract support across Scotland. We’re part of the Expert Help Framework for several local authorities, delivering HR support to Development Trusts Association Scotland (DTAS) members, and sit on coaching frameworks for NHS Scotland, Education Scotland and the Care Commission. It means our expertise is not only helping businesses in Stirling but contributing to stronger, people-focused organisations across the country.
Over the past decade, the world of work has changed more than any of us could have imagined. Employment law has evolved rapidly, from pension auto-enrolment, GDPR and furlough to new rights around flexible working, family leave, wellbeing and equality.
Each change brings new responsibilities for employers — but also new opportunities to build workplaces that truly value people.
The pandemic fundamentally shifted how and where we work. Hybrid and remote working went from being rare to being expected, forcing businesses to rethink how they manage performance, communication and culture when teams aren’t always in the same place. The last few years have also brought a renewed focus on mental health and wellbeing, with organisations recognising that supporting people’s wellbeing isn’t just a nice-to-have — it’s central to productivity, retention and engagement.
The economic landscape has changed too. The rapid rise in the National Minimum and Living Wage has been positive for many employees but challenging for smaller employers, particularly in sectors like hospitality, retail and care. For some, it’s meant restructuring, reviewing roles and focusing on what they do best to remain sustainable. We’ve worked closely with these businesses to help them plan those changes carefully and fairly — balancing compliance with compassion.
At the same time, recruitment and retention have become tougher than ever. Skills shortages and shifting expectations mean that employers have had to think differently about how they attract and keep good people. We’ve supported many to reframe job roles, develop internal talent, and build stronger employee value propositions that appeal to the next generation of workers.
Technology has transformed HR practice too. From digital onboarding and e-learning to online performance systems and AI-assisted recruitment tools, HR has become faster, more data-informed and more strategic. But while technology helps, it also adds complexity. Many of our clients now ask for help understanding how to use these tools responsibly — ensuring fairness, privacy and transparency as the digital side of work continues to grow.
There’s also been a major shift in employee expectations. Today’s workforce want more than just a payslip — they want purpose, development, flexibility and respect. That’s why HR has had to evolve from a purely administrative function into a leadership role that shapes culture and strategy. It’s no longer just about ticking compliance boxes; it’s about helping employers create healthy, fair and resilient workplaces where people want to stay and succeed.
That’s been the driving force behind everything we do. We support business owners who want to do the right thing for their people but don’t always have the time or resources to keep up with every new rule or best practice. Our role is to take that pressure off — to bring clarity, confidence and calm when it’s needed most.
We’ve also stayed true to our roots. Stirling-based businesses still benefit from discounted rates, ensuring that local employers can access professional HR support without barriers. It fits perfectly with STEP’s wider mission of keeping support local and reinvesting in our own business community.
It’s been incredibly rewarding to watch the service grow. We now work with organisations of every size and sector — from small charities and manufacturers to tech companies and professional services firms — but the core of what we do hasn’t changed. We give honest, straightforward advice, grounded in best practice, with the same personal touch we’ve had since day one.
Looking ahead, the pace of change in HR isn’t slowing down, if anything, it’s accelerating. The rise of AI and automation will continue to transform how organisations manage people, from streamlining recruitment and onboarding to using analytics to understand workforce trends. But while technology will help us work smarter, it also brings new challenges around ethics, fairness and maintaining the human touch. HR will need to balance efficiency with empathy — ensuring decisions made by data still reflect values, culture and individuality.
We’re also seeing a period of significant legislative reform, with new employment laws emerging around flexible working, family leave, pay transparency and Statutory Sick Pay (SSP). Employers will need to stay ahead of these changes, not just to remain compliant but to attract and retain the best talent. The organisations that succeed will be those that make fairness, inclusivity and flexibility part of their DNA — not just a policy on paper.
And of course, wellbeing remains at the centre of it all. The conversation has moved far beyond “mental health awareness” into building cultures of genuine care and prevention.
Employees now expect workplaces that support their whole selves — physical, mental and emotional. It’s up to HR to lead that shift, helping leaders create environments where people feel safe, supported and able to thrive.
Over the next decade, HR will be less about enforcing rules and more about enabling people.
